The Morgan Offshore Wind Project is a proposed offshore windfarm located in the Irish Sea. The name Morgan means “sea chief” in Old Welsh.

To construct, operate and maintain the Morgan Offshore Wind Project, a combination of offshore and onshore infrastructure is needed.

Generation assets

The generation assets include the following offshore elements to generate electricity
from the wind:

  • Wind turbine generators (up to 96 turbines)

  • Up to four offshore substation platforms

  • Offshore interconnector cables connecting the wind turbine generators

  • Offshore inter-array cables connecting the OSPs

The Morgan Offshore Wind Project: Generation Assets is classed as a Nationally
Significant Infrastructure Project (NSIP). This means that a Development Consent
Order (DCO) application was submitted to the Secretary of State.

Transmission assets

The transmission assets include the following permanent and temporary
infrastructure that are responsible for connecting the generation assets to the
national grid:

  • Offshore infrastructure including offshore export cables, offshore substation
    platform(s), interconnector cables and an offshore booster station.
  • Landfall works, transition joint bays including the offshore and onshore cables,
    intertidal working area and landfall construction compound(s), and temporary
    and permanent access.
  • Onshore infrastructure from the transition joint bays to the electricity
    transmission network connection. This includes onshore export cables to the
    two new substations, temporary construction compounds, temporary and
    permanent access, and onward connections to the existing National Grid
    substation at Penwortham.
  • Areas for biodiversity net gain, enhancement and/or mitigation, including
    permanent access for operation and maintenance of those areas.

In October 2022, direction was given by the Secretary of State for Business, Energy and Industrial Strategy that the transmission infrastructure for the Morgan Offshore Wind Project: Generation Assets was to be treated as a development that requires development consent under the Planning Act 2008.

As determined by the National Grid-led Holistic Network Design in 2022, Morgan has been given a connection to the existing national grid Penwortham substation in Northwest England. As directed by the UK Government’s Offshore Transmission Network Review the same year it was determined that the Morgan and Morecambe offshore wind farms should collaborate on a joint DCO application for the transmission assets to connect to the national grid at Penwortham.

The Morgan and Morecambe Offshore Wind Farms: Transmission Assets project refers to the offshore and onshore assets that will be used to transport electricity from the Morgan and Morecambe Offshore Wind Farms to the existing substation at Penwortham.

We are pleased to confirm that the Morgan and Morecambe Offshore Wind Farms: Transmission Assets’ application for development consent has been accepted for examination.

The examination opened on 29 April 2025 and closed on 29 October 2025. The examining authority is now working on its recommendation to the Secretary of State, who will make the final decision on whether the application should be granted development consent. We anticipate a final decision being made on our application in 2026.
